I don't speak, read or write German, but from what I've seen with names of compositions by German composers, my guess would be '<Something> and Student Waltz'.
Having said that, a quick visit to BabelFish gives me this: 'Fixed dance and Studenwalzer'.

 well well, I came up with party (or festival) dance & studenwalzer
I googled it and nothing came up except some topless Brazilian dancers!
I guess Delibes isn't associated with them

I don't know for sure, but it sounds like one of Brahms's Hungarian Dances. I'm only familiar with 3-4 of them. It definitely has what I call "The Hungarian Element", a short succession of notes that if found in any piece called "hHungarian".
Someone else probably knows what it is, just be patient  .

he,he, it is preformed by 100 gipsy violins orchestra, piece,sort of arangment wroten by third guy on the left, forth row.

I'm sure it's not a Brahms dance. Sounds more like generic Czardas.

I am almost sure this is not one of Brahms' Hungarian Dances. So is this something that was composed by one guy of the orchestra? I really like it and I do not know how to look for it. Actually the file is called berki.mp3 and Berki is indeed a violinist (though I do not know if he is in 100-member gypsy orchestra).

I googled the original mp3 and found that Laszlo Berki is the conductor.
The work is probably a generic czarda...

Perhaps Smetana's The Moldau? It is, of course, about the famous czech river, and was composed by Bedrich Smetana.

Since I was a kid I have heard this song, yet I do not know where to begin to look for it. Or who’s the composer. I was wondering if one of you members here could hear the song and recognize it and tell me by who its composed and preformed?
The only place i fouind the song to be playing is in some youtube movie.

I'm 99% sure I recognioze it
I'm pretty sure the piece is from the film The Cook, the Thief, His Wife, and her Lover. It is called Memorial and the composer is Michael Nyman. You can listen to a soundbite of it here at amazon
