    It sounds like something recorded from one of those old Hooked on Classics albums, based on the sound of the [mismatched] rhythm in the background. As for what it's supposed to be, no idea.

    About the last 12 notes could be the Brandenburg #3 as suggested but I think it's either an exceprt from Wanger's Ring Tone Cycle or a Lszit ring tone poem.
