Actually Toronto hasn't won the Stanley Cup since 1967 and the Jays last won the World Series in 1993. While it was said that the huge turnout for the parade was because Toronto was hungry for a championship, I'm not so sure why the powers that be were over-promoting the parade -- it was just way, way too much.
Maybe if you still had Tom Ford as mayor - he might have known how to throw a party.
