Need help identifying a superb romantic/modern classical piece recorded on the radio

It's a very old recording and very low mp3 quality, so I apologize for that, but you can still hear it clearly and it's over 3 minutes long, so hopefully someone can identify it. I listen to a lot of classical music from all eras, and scoured the internet trying to find out what this is, but I've come up dry. I also don't have a smart phone to use an app for identifying music. Any help is greatly appreciated.
